Hi [~poros],
The efforts on declarative resource management and reactive scaling have been
revived recently. The designs are currently being revised and discussed.
As a first step, the declarative resource management is going through a [voting
process|http://apache-flink-mailing-list-archive.1008284.n3.nabble.com/VOTE-FLIP-138-Declarative-Resource-Management-td44375.html].
If everything goes well, there's a good change to make it happen in 1.12.
As for the reactive scaling, it depends on the declarative resource management.
TBH, I personally don't think it would be ready for use in 1.12.
