Review comment:
       Is it a bug? 
   
   Do we enforce anywhere that a multi input operator cannot implement the 
`BoundedOneInput`? What if user implements:
   
   ```
   class CustomOperator extends AbstractStreamOperatorV2 implements 
BoundedOneInput, BoundedMultiInput
   ```
   ?
