Backport of #13709 to 1.10
## What is the purpose of the change
If checkpoints in ZK are the same as already downloaded then skip
download. This prevents excessive S3 reads and eventually failure to
start the job, particularly in multi-region recovery.
## Verifying this change
Added `testNoDownloadIfCheckpointsNotChanged` and
`testDownloadIfCheckpointsChanged` to `ZooKeeperCompletedCheckpointStoreTest`.
