Should this be a new separate configuration, similar to
`flink.partition-discovery.interval-millis` from
https://ci.apache.org/projects/flink/flink-docs-stable/dev/connectors/kafka.html#topic-discovery
?
Something like `flink.partition-discovery.policy` or
`flink.partition-discovery.start-position`
