## What is the purpose of the change
This introduces `ResolvedCatalogTable` and `ResolvedCatalogView`.
`ResolvedCatalogTable` uses a new `CatalogPropertiesUtil` for serialization
into properties. We introduce a `CatalogTable.of` and `CatalogView.of` for
creating instances easily and force implementers to not check against
`CatalogTableImpl` which is actually an internal class.
This PR is based on #15096.
Note: This PR is not fully functional yet. We need to update the catalog
manager first, which will happen in the next PR.

- Introduce `ResolvedCatalogView` and `ResolvedCatalogTable`
- Introduce `CatalogTable.of` and `CatalogView.of`
- Deprecate `DescriptorProperties`
