I checked diffs of NOTICE files and poms between 1.12 and 1.13 and everything
seems to be fine. I found one non-issue that we list apache licensed
dependencies we do not bundle. I created a sub-task for it.
I checked the source distribution of RC1 for LICENSE and NOTICE files and that
also looks good.
