## What is the purpose of the change
This PR fixes the issue if the uidHash is set, then with the checkpoints
taking after restarted, the state assignment process would fail to retrieve the
states.
## Brief change log
- 08e5d6f978a1b2e998b802e90421b319db7dfc00 fixes the issue via if no state
is bind with the uidHash, it would further check the generated uid.
