About cast and other functions... fail throw exception instead of returning
null.
This should be a super behavior change... We can introduce an option for this.
But I think the default behavior should not break compatibility. (Until Flink
2.0?)
+1 to think about what choices will users make when there are some unexpected
dirty data as [~ykt836] said.
