Sorry for chiming in late, but can't - `heap-cutoff-ratio` and
`heap-cutoff-min` be general parameters that apply to all VMs we start?
Same for `master.env.*` and `taskmanager.env.*`. Shouldn't this also apply
to all VMs that we start?
