## What is the purpose of the change
*Add NO_EXTERNAL_CHECKPOINTS as an explicit enum value and set it as the
default for ExternalizedCheckpointCleanup. This clarifies its current usage and
allows users to change from either of the other two options to
NO_EXTERNAL_CHECKPOINTS without having to deal with null values.*
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
Current behavior is unchanged.
