## What is the purpose of the change
This refactors the serialization for types in the JSON plan. It enables both
`DataType` and `LogicalType` for all non-legacy flavors.
Also data views are represented as regular structured types with custom
conversion class if necessary.
## Brief change log
- Use official serializable representation if possible
(`LogicalType.asSerializableString`) for compact JSON
- Omit default values for compact JSON
- Introduce a data type serializer for data views and other use cases of
FLIP-190
