## What is the purpose of the change
This commit forwards the preferred allocations into the
DeclarativeSlotPoolBridge so that
new slots can be matched against the preferred allocations.
Moreover, the commit introduces a RequestSlotMatchingStrategy that is used
by the DeclarativeSlotPoolBridge
to match slots to pending requests. If local recovery is enabled, then Flink
will use the
PreferredAllocationRequestSlotMatchingStrategy that first tries to match
pending requests to slots based on
their preferred allocation and then falls back to
SimpleRequestSlotMatchingStrategy that matches solely on the
ResourceProfile basis.
