## What is the purpose of the change
This PR updates format and table factories to define which options can be
merged with the options from the catalog table, in case
PLAN_RESTORE_CATALOG_OBJECTS == ALL

* Update forwarded options for table and format factories

This change is a trivial rework / code cleanup without any test coverage.
