This PR adds the FieldParser error state `EMPTY_STRING` to all
FieldParsers. Until now the behavior was inconsistent, e.g. IntParser had it
but FloatParser not. This PR allows for `null` values in advanced input formats
such as `RowCsvInputFormat`.
