I was not able to figure out anything new about the failures. Instead I looked 
into how we could gather more insights.

I took over the idea from Robert 
(https://issues.apache.org/jira/browse/FLINK-18356?focusedCommentId=17316205&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-17316205)
 to impose hard limits on the docker containers. One thing I observed (also 
true back then, when Robert tried it) is that with hard limits in place the 
table tests fail. Maybe it's worth checking if we can do anything about it, as 
we can not simply increase resources available in azure machines. They all have 
7GB of memory 10GB of disk space
