Supporting 2.13 directly would require the work I outlined

which is quite large and would take a long time to materialize. Published
artifacts for flink-scala 1.15 (which hosts the createTypeInformation macro)
would not work with 2.13 due to binary incompatibility. There's also the
question of who owns the official Scala integrations for Flink, my
understanding is there isn't a dedicated internal presence to shepherd its
maintenance and upkeep.
