## What is the purpose of the change
Make use of `TableConfig` as a `ReadableConfig` to get the full view of the
defined configuration, `rootConfiguration` (containing enviroment defined
config - `flink-conf.yaml` + `CLI` params) + `configuration` which contains the
application specific config options, possibly overriding (or just enriching)
the ones from the enviroment.
## Brief change log
- Avoid serializing `TableConfig` in `flink-connector-hive`
- Fix a test issue in `CliClientITCase` causing confusion
- Replace `TableConfig.getConfiguration.set()` with `TableConfig.set()`
- Replace `TableConfig.getConfiguration.get/getOptional()` with direct
calls: `TableConfig.get/getOptional`
- Replace `TableConfig.getConfiguration` with just passing a `TableConfig`
- Remove `PlannerConfig` delegation class since it's purpose is superseded
by `TableConfig` which holds the complete config options view.
- Minor fix in a test regarding the usage of `EnviromentSettings`.

This change is a trivial rework / code cleanup without any test coverage.
