I considered the reference count implementation, and one concern is whether the
improvement effect will be degraded when the time of each task reading the
changelog file is not concentrated.
As for timeout option for cleanup, I think we can just set timeout equal to
periodic-materialize.interval. In this configuration, no more files will be
cached than required for once fullrestart.
