I agree, let's have a design first - it could briefly list the options of
deciding when a local file can be discarded:
# by timer from the 1st access
# reference count per file
# switching all tasks of a job in a TM to RUNNING
# switching all tasks of a job in a all TM to RUNNING
(2) and (3) should probably be combined with a timer for the new possible tasks.
