This PR implements the SQL scalar functions `CURRENT_DATE`, `CURRENT_TIME`,
`CURRENT_TIMESTAMP` `LOCALTIME`, `LOCALTIMESTAMP` for obtaining current time
points.
@fhueske would be great if you can review this.
