What is the user impact of this ticket? Why doesn't the SQL Gateway need to be
compatible with the SQL client according to you? We should make sure that we
still follow the time-based releases plan from
https://cwiki.apache.org/confluence/display/FLINK/Time-based+releases,
specifically on the part of 'what happens if features don't complete'
