I think FLINK-27341 is indeed a valid issue. A TM being able to connect to JM
via the loopback interface does not mean other TMs can also connect to it using
the loopback interface.
Let's wait and see how FLINK-27341 is resolved. My gut feeling is this ticket
may no longer be an issue after resolving FLINK-27341.
