We have recently added event triggering as part of scaling:

You could already combine this with the resource listener interface
[https://nightlies.apache.org/flink/flink-kubernetes-operator-docs-main/docs/operations/plugins/#custom-flink-resource-listeners]
to get the desired functionality. What do you think?
