The existence and usage of the `VertexParallelismWithSlotSharing` is an
implementation detail of the `SlotSharingSlotAllocation`. Ideally this wouldn't
be exposed.
Essentially you are exposing the concept of slot sharing to other
components, and force all slot allocator implementations to be aware of it.
