twalthr opened a new pull request, #22892:
URL: https://github.com/apache/flink/pull/22892

   ## What is the purpose of the change

The SQL standard defines STRING family as both (VAR)CHAR and (VAR)BINARY
strings. Some function declarations don't match with the runtime
implementation. This leads to arbitrary exceptions in the code generation. Once
we update each function to support BINARY strings as well, we can reenable the
operand type strategy.

   ## Brief change log

Replace STRING with CHARACTER where appropriate in sync with CodeGen.

   ## Verifying this change

This change is already covered by existing tests, such as
`ScalaFunctionsTest`.
