   ## What is the purpose of the change
   
   Forbid to drop the currently used database.
   
   ## Brief change log
   `CatalogManager.dropDatabase(...)` now throws a `CatalogException` if it is 
called with `currentCatalogName` and `currentDatabaseName`.
   
   Using `CatalogException` is debateble, there is no applicable DB related 
exception yet, but we may introduce a specific one for this if it seems more 
appropriate.
   
   ## Verifying this change
   
   Added new unit test to cover dropping current database.
   
   ## Does this pull request potentially affect one of the following parts:
