Actually, the flink-autoscaler supports muitiple versions for now, its
interaction with multiple flink versions is based on rest api.
Why does flink-autoscaler need to depend on flink, it just needs some Utils or
common class, such as: JobStatus, JobVertex, RestClusterClient, etc.
Also, if we need to depend on multiple versions in the future, we can re-shade
it at that time. It really isn't needed for now, WDYT?
