## What is the purpose of the change
This PR fixes the race conditions where notifyDataAvailable is invoked
before notifyViewCreated.
## Brief change log
- fixes the race conditions where notifyDataAvailable is invoked before
notifyViewCreated.
## Verifying this change
The race condition would happen frequently in my local TPCDS benchmark runs
(scale = 1000), and TPCDS benchmark can pass with the fixes in this PR.
