## What is the purpose of the change
After upgrade of flink-shaded to 18.0 there was appeared perf regression
FLINK-34148
As it was decided during release meeting for 1.19.x it should be reverted
and then applied for the next release together with fix
## Brief change log
Revert of 5d9d8748b64ff1a75964a5cd2857ab5061312b51
+ `guava32` - > `guava31` for some new imports
