Introduce the Python-side ProcessTableFunction so users can define a PTF and run
it end-to-end for the stateless case, aligned with the Java PTF (FLINK-36703 /
FLIP-440).
Scope:
* Python API: ProcessTableFunction base class, udptf(),
ProcessTableFunctionArgument
(table/scalar) and result_type declaration.
* Java placeholder function and TypeInference wiring so the existing Java PTF
planner can be reused.
* Allow PyFlink to call already-registered Java PTFs (including multi-table
ones).
* Stateless vertical runtime path: PTF proto, Beam runner, Python worker,
operator, and 0..N ROW output.
