Add keyed/stateful single-table processing on top of the stateless path.
Scope:
* Set semantics with required/optional PARTITION BY and partition-key prefix.
* Pass-through columns.
* One or more keyed ROW Value State with mutable Row injection, independent TTL,
and explicit cleanup (clear_state / clear_all_state).
Depends on: "Python PTF definition API and stateless runtime path".
