{{HBaseITCase}} builds its HBase image by downloading
https://dlcdn.apache.org/hbase/2.6.6/hbase-2.6.6-bin.tar.gz. That file is no
longer on dlcdn (404, the 2.6 line there only has 2.6.7 now; archive.apache.org
still has it), and the image build fails:

Caused by: com.github.dockerjava.api.exception.DockerClientException: Could not
build image: The command '/bin/sh -c export INITRD=no && export
HBASE_DIST="https://dlcdn.apache.org/hbase"; && cd /opt && curl -SL
$HBASE_DIST/$HBASE_VERSION/hbase-$HBASE_VERSION-bin.tar.gz | tar -x -z && mv
hbase-${HBASE_VERSION} hbase && ...' returned a non-zero code: 2

The same build step also failed on the main push of 2026-09-23 and a PR on
2026-09-22, there after about three minutes per attempt; on 2026-09-27 it still
built:

The test moved from 2.6.4 to 2.6.6 on 2026-07-13 as part of FLINK-40133; the
