This still happens on master. The Scale column only checks the cluster-level
rescale flag, so it also shows up for batch jobs. Those run on the
{{AdaptiveBatchScheduler}}, which doesn't support rescaling, so clicking the
buttons ends in a 500.
I have a fix that only shows the column for streaming jobs on the adaptive
scheduler, the same check the Rescales tab already uses.
Would it be ok if I pick this up? Happy to be assigned.
