I’m in favor of building the release artifacts with JDK 21 while preserving
the existing bytecode targets for the base classes. The base classes and their
JDK 21 variants should also live together in the thin JAR and be excluded from
the common JAR, so implementation selection doesn’t depend on JAR ordering.

Before making the switch, we should verify the impact on the release process
and runtime compatibility. In particular, we should test the **same JDK
21-built artifacts** on JDK 11, 17, and 21, covering both the full distribution
JAR and the common/thin combination, with particular attention to the
continuation execution path on JDK 21.
