Backport of https://github.com/apache/flink/pull/29585 (f0e848f81f2). The runtime change and `DefaultOperatorCoordinatorHandlerTest` apply unchanged. `AdaptiveBatchSchedulerITCase` conflicted only because this branch lacks the StreamGraph optimization tests; the backport adds just `testCancelInterruptsDynamicSourceParallelismInference` and its `BlockingParallelismInferenceSource`. `DefaultOperatorCoordinatorHandler#disposeAllOperatorCoordinators` only closed the coordinators of initialized vertices, so with the `AdaptiveBatchScheduler` a job cancelled or failed during `DynamicParallelismInference#inferParallelism` never closed that source's coordinator: the inference ran to completion after the job ended and the `SourceCoordinator-<name>` thread leaked. It now closes the coordinators of every vertex in the execution graph.
