Add {{CreateMode}} with {{createOrAlter()}} and {{{}failIfExists(){}}}, and
{{{}execute(CreateMode){}}}. {{failIfExists()}} maps to {{CREATE MATERIALIZED
TABLE}} and fails with a {{ValidationException}} if any object exists at the
path.
Proposed Changes
* Add {{@PublicEvolving}} {{CreateMode}} with {{{}Kind{}}}, {{getKind()}} and
{{asSummaryString()}}
* Add {{{}MaterializedPipeline#execute(CreateMode){}}}, with {{execute()}}
delegating via {{createOrAlter()}}
* Build a {{CreateMaterializedTableOperation}} for {{failIfExists()}} in
{{MaterializedPipelineImpl}}
