Backport of https://github.com/apache/flink/pull/29657 (6968bc461ef). Differences from master: - The new test function uses `Tuple1<Integer>` for its state, because `ValueView` does not exist on this branch. - `testNonBinaryKey` and the `notifyStatefulSets()` part of the change are left out, because `ProcessSetTableOperatorTest` and broadcast tables do not exist on this branch. The `BinaryRowData` key check in `AbstractProcessTableOperator#setCurrentKey` and the timer fix are included. `ProcessTableFunctionSemanticTests` passes on this branch (68 tests, including the new `process-clear-all-unnamed-timers-per-key`).
