{{test_file_sink.sh}} runs the test twice: first with dynamic, then with static
OpenSSL linkage. stop_cluster doesn't stop every TaskManager from the first
run. In the second run the test may kill one of these leftover TaskManagers.
The job doesn't restart because that TaskManager wasn't part of it, so the test
waits until it times out.
it is very likely the behavior appeared after FLINK-40727
