Unchanged backport of https://github.com/apache/flink/pull/29037 (ebfb1b0c945). A source that was idle when it finished never delivered the final `MAX_WATERMARK`, so downstream event-time timers and windows did not fire. The drain path now emits `WatermarkStatus.ACTIVE` before it.
