One issue I think can happen in practice is that the checks "isRunning" and
"isFinished" are not atomic. Imagine this scenario:
- job is running
- JobManager checks "isFinished" -> false
- job finishes
- JobManager checks "isRunning" -> false
- JobManager starts job = bug
