I think there are no global standards, as yet. Compare MS Outlook Express:
Ctrl-F makes "Forward", while in MS editors it invokes "Find" (and Find is also
needed in MS Outlook Express - you need Crlt-Shif-F to invoke it). So if within
one company they do not find if worth keeping a hotkey uniform, the less
problem is to make OOo so uniformized with other companies applications.

Even OOoWriter is inconsistent with OOoCalc (at least Polish UI): in Writer,
Alt-FA invokes Format>Paragraph (Paragraph=Akapit), while in Calc Alt-FA
invokes Format>Worksheet (Worksheet=Arkusz).

Besides, I think respecting standards is not worth making collisions. Hotkeys
are used primariliy by the users who work much with a particular application.
If a user comes to an application rarely, he/she will use mouse to select menu
options. Or will use hotkeys, but very carefully, with reading the intended
option. Such a user also will prefer assigning one letter to one option only,
rather than to several. Respecting standards can be limited to using common
WORDS for common actions, not common hotkeys.

Colliding hotkeys are VERY UNCONVENIENT and they deny the concept of hotkeys,
which are created to make fast access to needed features. We need to press a
key several times, watching the menu to notice how many pressings will be
enough (I cannot learn it by heart, because sometimes certain options are
inactive so less number of pressing my hotkey is proper), and then Enter!.

A higher level of collision is in Polish UI in Writer with Alt-PW: the option
"Wlasciwosci" (Properties) is assigned W, but there is an earlier option with
W: "Wyslij" (send) - when I press Alt-PW (once, or twice, as there is yet
earlier option "Zapisz wszystko" = save all, with W assigned as well), I reach
"Wyslij" which expands to its submenu! Next pressing W does not go to
Wlasciwosci; Esc does not help.
