Ok, after conversing with [~clayb] on the phone, we figured out that default
Ubuntu version of bison is 3.0+, where's Hawq requires something earlier than
that (e.g. default Centos7's version of this component is 2.7.2 and that old
crap is good enough). Anyhow, both CentOS7 [1] and Ubuntu14.04 [2] packages are
not getting built in public on Bigtop CI server

I think we can now merge HAWQ-307 as it rebased on master and seems to be ready
to go
