It seems that the debian/rules is written without any respect to what the 
actual {{configure}} is ran with. So, PHP will always be tried no matter what 
(same goes to C-sharp and all other nonsense stuff like Go and D). Looks like 
the only option is to patch the hell out of this makefile to only build what's 
needed. Still seems to be having issues with libthrift0.so on Trusty...
