having fixed master META issues in the past, I am a big +1 on this, the dual
level really creates a lot of complexity.
We wouldnt even have to get rid of multiple region META, we could just store
the entire META region address info in 1 node, or N nodes in 1 directory, and
let clients retrieve the whole thing and do the sorting/lookup locally.
Multi-META was broken recently anyways, so this might fix it.
