A quick comment on encoding the tag lengths - I would recommend using a VInt
rather than fixed 2 bytes. Most tags will be < 128 or 256 bytes (depending on
which VInt you choose), so will fit nicely into 1 byte. A 1 byte VInt is
pretty trivial to decode, maybe as easy or easier than 2 bytes.
