New version looks good. It is a nice step towards going for the {LoadTest,
LinkedList, BulkLoad, ...} x {CM policies} route. We can merge the policies
under named policies inside CM (like aggressive policy, deterministic policy,
etc) and make IT's choices to be configurable from cmd line, but we can do that
as a follow up.
