IMO, favorednodes should be aspect of stochastic rather than distinct balancer.
Few will be those who would want a balancer that only considered one attribute
and fewer again will be those who will actually change the config. Might be
good enough for 0.96 though; i.e. asking folks to explicitly enable this new
experiemental feature.
