[~stack] agree with you generally. There are some (small) number of use cases
that might benefit from purely locality but yeah agree that one balancer is
better.
In this patch, the issue is that the FavoredNodes stuff is enabled only when
the balancer configured is FavoredNodeLoadBalancer. We probably can remove that
flag or have that flag be controlled by another configuration...
