Here's a patch with some test changes I have been using to try and debug this
issue.
Last night I ran a run with restart only chaos monkey. That passed.
Then after that I tried to run slow deterministic with no merge region. That
Failed because of an assignment manager issue. There were 100 regions that
were RIT for 4 hours. (I've seen this before and its something we should look
at but probably not a release blocker).
Then this morning I started another slow deterministic with no merge and that
failed. So this leads me to believe that the data loss has something to do
with two different actions occurring at the the same time. It also seems to
suggest that region merge isn't the issue.
