So it looks like what [~jxiang] suggested is it.
I just ran slowNoMove 10 iterations (5 followed by another 5 without clearing
the table) in a row with zero data loss. This really seems to suggest that
it's related to sending a move to a region that's currently being split.
If that is indeed the case then I feel much better.
